I completed my B.Tech in Electrical and Electronics Engineering from Jawaharlal Technological University in 2008. Subsequently, I joined the Power Grid Corporation Of India Ltd. in 2009 and took up the role of Senior Engineer (Contract Services and Procurement) from August 2010. I have been working in the Contract Services and Procurement division of the Power Grid Corporation Of India Ltd. till date.
The CPPP program by The World Bank is the only official certification I have in Procurement. I found it to be a very good online course for getting a wide range of knowledge about public procurement. Public Procurement should be treated as a specialised skill by PSU Companies. On my part, I try to improve my knowledge by doing more courses and moving further, I would want to complete the Professional Diploma in Public Procurement (PDPP) also. Procurement Learning is doing a fantastic service to the public procurement profession by distributing easily available online courses.
I completed my B.Tech in Electrical Engineering from National Institute of Technology (NIT), Surat in 2009. Subsequently, I did the Master of Business Administration (MBA) in International Business from Indian Institute of Foreign Trade (IIFT), Delhi in 2013. I also acquired a Certification in Procurement Processes from Procurement Academy in 2015.
I have two years of work experience as a Software Engineer at Accenture India, and two and a half years of work experience at Tata Steel India as a Procurement Manager.
I happened to stumble upon the CPPP course purely out of chance. My newborn is the reason why I did this course in the first place. During my recent long maternity leave when I was browsing through the internet to get hold of something to read about procurement processes, I landed up on this wonderful website. I immediately logged in and started taking the CPPP. The content was superb as well as the ease of doing it. To my surprise, I even got the soft copy of the certificate issued. Being away from a job for such a long duration can play tricks with one’s professional life but this course came as a relief and lifesaver.
I learn a lot during this process and could utilize my time effectively and efficiently updating my skills and knowledge about procurement processes and its importance in Supply Chain Management. I also got to understand the difference between public and private procurement.
My current job provides me enough exposure to apply the lessons from this course to my life. Despite being from a private organization, it was a good opportunity to know the various aspects of public procurement. I also learn about what improvements can be brought forward by applying these principles. I was amazed to know certain facts i.e. there is no unified National Procurement Policy in our country which leads to corruption and other wrong practices. One can find all sorts of standard documents and prevalent practices while going through this course.
I feel that this is the perfect platform for honing ones skills and showcasing them – a great initiative by procurement learning.
I have completed my post graduation in History from the University of Allahabad. In 1985, I was appointed through the IAS to the Delhi Andaman Nicobar Island Civil service (DANICS). I was working as an officer in DANICS prior to the IAS induction. Since then, I have held several posts at the supervisory and senior most levels with the Government of Delhi and Government of India. To highlight some of the posts I have held in the past five years, I could highlight roles I have held as Special Commissioner of Trade and Tax (Govt. of Delhi), Special Secretary (Home) Andaman and Nicobar administration. From 2013 to 2014, I have held the post of Secretary (Chief Executive Officer), Port Blair Municipal Council and have held the position of Special Secretary (Finance), Govt. of Delhi and Director, Delhi Integrated Multi-Modal Transit System Limited since April 2015.
Even though I have no other Procurement specific education, in all my assignments, procurement is an important aspect. This course was done by me as part of Phase-III of Mid Career Training Programme for IAS officers for the current year. Public procurement is a critical element of government functioning and delivery systems. A professional approach in the matter would significantly improve public delivery systems.
I am an engineer by profession, having done my B. Tech (Mechanical) (Hons.) from Punjab Engineering College, Chandigarh. Apart from this, I possess a Diploma in Management from IGNOU. I started my career in a reputed tractor manufacturing company and worked there for about 4 years. Subsequently, I switched over to the M/s Bharat Electronics Ltd (BEL), a PSU under the Ministry of Defence.
Currently, I am the Vigilance officer for Panchkula unit of BEL, and am working as Sr. DGM (Vigilance). Prior to this, I have had an experience of about 30 years in various functions of industry like Sub contracts, Assembly, Services, Planning, Stores etc.
The audiovisual and online program for CPPP is designed in a marvelous manner and is quite easy to understand and well assimilated by the participants. Having gone through this course, many concepts of Public Procurement (especially in Government Sector) were clearer to me. I found this course very effective even for professionals who are not directly connected with procurement. I strongly believe that though values and ethics are internally controlled by human beings but their absence or deficiency needs preventive mechanisms that contribute significantly towards curbing corrupt practices. I am currently a Professor in the Operations Management Group of the Indian Institute of Management Calcutta. I received my PhD in Operations Research and Systems Analysis from IIM Calcutta, after having received my Bachelor of Technology degree in Electrical Engineering from IIT Madras.
With than two decades of industry experience and nearly a decade of teaching and research experience, I have also served in the Central Electricity Authority and Indian Railways in senior management positions of various bodies, including being the Director of Research Design and Standards Organisation of the Ministry of Railways.
I have been involved in the procurement of works, goods and services as well as having been the sole/joint arbitrator during my tenure in South Eastern Railway. I have been engaged in preparation of specifications and vendor approval during my tenure in Research Design and Standards Organisation. I have conducted research and training of public sector executives in public procurement at IIM Calcutta. My publications include two books titled “Optimal Design of Timetables for Large Railways” and “Business Applications of Operations Research” and I have co-authored the Special Indian Edition of Hillier & Lieberman’s classic textbook “Introduction to Operations Research”, besides publishing in national and international journals and conference proceedings.
I am an elected Fellow of Institution of Engineers (India) and a Senior Member of Institution of Electrical and Electronics Engineers. My experience also includes a stint as visiting faculty at the University of Michigan and BNSF Railway on Fulbright-Nehru Senior Research Fellowship. One of my biggest motivating factors has been to update my skills to be a better researcher and trainer on public procurement. I completed my graduation in Mining Engineering from ISM Dhanbad. Subsequently, I have spent about ten years in mine planning, production scheduling and asset management and fifteen years in the delivery of IT services to clients across industries in both private and public sector. Currently, I am a consultant in the field of e-Governance.
I have worked extensively on responding to various bids, analyzing bidding documents and preparing responses. This has given me a good appreciation of contract management and administration in the process.
I have seen some good initiatives with high potential of benefit to organizations being delayed and at times shelved. This is where I feel a good understanding of basic procurement principles and guidelines could have helped avoid delays and rework. Specific to the Government and public sector entities, reports of the CAG have also provided me an idea of the instances and extent of expenditures on public procurement where envisaged benefits could not be fully realized. It brings about the need to increase awareness about public procurement and related issues.
I firmly believe that the professionalization of public procurement is crucial for speedy and effective implementation of various developmental initiatives in infrastructure, education and skill building, health, and local government (municipal) work.
I am currently working as an Assistant Manager in National Fertilizers Limited, a Government of India Undertaking. I started my career with them in 2010 as an Executive Engineer and have had working experience in the Public Procurement, Contract Management, Inventory Management, Performance Review and many other Procurement related processes with the Department of Fertilizers.

I am currently pursuing MBA (SCM) from Karnataka State Open University. I have a Bachelor’s degree in Instrumentation Technology from Malanad college of Engineering in Hassan, Karnataka, and have worked for sixteen years with M/s Bharat Earth Movers Ltd. I have been dealing with Materials management for the past eight years while pursuing an MBA. I was interested in Public Procurement to get an overview of the field and to understand the rationale behind Public Procurement decisions. I aim to improve my domain knowledge and to understand the rationale behind Public Procurement decisions.

I completed my Bachelors’ degree in commerce from Bhadrak Autonomous College, Odisha and went on to pursue an MBA in finance from the Institute of Management and Development, New Delhi, in 2010.
Currently, I work at IBM India as a senior practitioner. My responsibilities include the downstream side of procurement activities majorly payables including close coordination with procurement entities and suppliers.
It has always fascinated me when I think of Procurement to Payment activities that take place in public sector and the share of economy involved in it. This is what motivated me to pursue for the CPPP certification to explore it further.
After doing the Certificate Program in Public Procurement (CPPP), I enrolled for the professional Diploma in Public Procurement (PDPP) to enhance my knowledge in both downstream as well as upstream activities of procurement and I strongly feel that the program has turned out to be tremendous learning experience for me.
