About the institute

The National Institute of Financial Management (NIFM) is Centre of Excellence specializing in capacity building of professionals in the fields of Public Policy, Financial Management and other governance issues for promoting highest standards of professional competence and practice.

NIFM was set up in 1993 as a registered society under Ministry of Finance, Government of India. To begin with it was mandated to train the officers recruited by the Union Public Service Commission (UPSC) through the Civil Services Examination and allocated to the various services responsible for managing senior and top management posts dealing with accounts and finance in the Government of India. In due course of time NIFM has become a premier resource centre to meet the training needs of Central Government for senior and middle level of management too. NIFM also caters to the State Governments, Defence establishments, Banks and other Financial Institutions.

NIFM plays a pivotal role in governance and administrative reforms by providing a platform for interaction and exchange of ideas & experiences among officers from different organized services, different state governments and between personnel of civil and defense establishments. Apart from capacity building, NIFM is also engaged in serious research studies in the areas of accounting, audit, financial management, parliamentary financial control and other issues related to public policy and delivery systems.

The Union Finance Minister of Government of India is the President of the NIFM Society and Secretary (Expenditure), Government of India is the Chairman of the Board of Governors (BoG). The Director, NIFM is responsible for the administration and academic programs of the Institute. NIFM has a distinct advantage of an amalgamation of faculty from academics as well as from Government. Quite often different organizations existing in different EconomicPolitical-Social-Cultural eco-systems are linked to each other in many ways. One of the important economic linkages is through exchange of Goods and Services with each other. Therefore, organizations need to understand this system and procedure and need to have people who possess necessary skills to deal with the issues in this area. For a long term sustainable relationships it is necessary that organizations at both sides (both buyer and seller) have these skills so that they appreciate concerns and reservations of each party and invariably work for a win-win situation each time and every time. A deeper understanding of the procurement process and mastery over rules and procedures is all the more necessary when one of the parties is dealing with public funds.

The mission of National Institute of Financial Management Faridabad, India (an institute set up in 1993 under the Department of Expenditure, Ministry of Finance, Govt. of India) is to develop as a Centre of Excellence in the areas of Financial Management and related disciplines “not only in India but also in Asia”. We impart Training and Management Education not only to the Government Officers but also to managers and students from different other sectors. Besides Management Development Programs and Fellow Program, we offer a number of Diploma Courses and one of these is recognized as equivalent to MBA (Finance). The International programs at NIFM are well patronized by participants from different Asian & African countries. Public Financial Management (PFM) is one of the core areas of our specialization. We impart quality training and education in this field. Procurement is a very important pillar of PFM and we have been conducting regular courses for officers of different organizations.

We have been planning a number of programs in distance learning mode and the World Bank India Office has taken the lead. Their program on “Professional Diploma in Public Procurement (PDPP) is an initiative started at the right time in the right direction. This will provide valuable knowledge and skills in the area of procurement to the participants who join this program. This program being delivered in distance learning mode will be very useful in improving skills of all groups connected with this interesting but complex subject.
