Deb Majumdar

My professional qualifications include Master of Science (MS) in Engineering – School of Engineering and Applied Sciences, Aston University, U.K. and Bachelor of Technology (B.Tech) in Engineering – Indian Institute of Technology – BHU, India. I also have a Certificate in Project Management (CPM) – Awarded by National Institute of Industrial Engineering (NITIE), India, and Certificate Program in Public Procurement (CPPP) – Awarded by World Bank Global Governance Practice, and Professional Member (MIE) – Institution of Engineers (India)

I have around 30 years of focused and hands-on Public Sector Procurement and Contract Management Experience with special reference to programs funded by the Multilateral Development Financial Institutions (World Bank, Asian Development Bank & African Development Bank) and other Multilateral/Bilateral Aid Agencies. My Procurement experience extends over 7 different countries covering the regions of South East Asia, South Asia, Central Asia & Eastern Europe and Eastern Africa and a wide ranging portfolio of sector experiences covering Physical Infrastructure Programs, Social Infrastructure Programs, and Institutional Development Programs. My experience also covers management of public procurement through Public Private Partnership (PPP) format of development and conducted Procurement Due Diligence/Independent Procurement Reviews on behalf of the World Bank. I was the Team Leader (on behalf of a firm to whom the contract was awarded) for the first such procurement due diligence/ independent procurement review assignment commissioned by the World Bank in 1998 for some projects in Turkey and subsequently in Georgia. I have experience in Capacity Building of Local Counterpart Procurement Staff.

It was important for me to acquire a professional certification in my chosen field of operation and the World Bank sponsored CPPP provided me with the right platform for obtaining this certification through a well designed competency testing procedure which is highly relevant to public procurement operations required for internationally funded development programs. The CPPP provides me with a form of documentary accreditation which uniquely supplements my other academic qualifications. 

Public Procurement is quite simply an extension of Good Governance. And I firmly believe that professionalization of public procurement is one of the top priorities of any government which wishes to visibly demonstrate its intentions towards good governance.

As Peter Eugen of Transparency International said “by creation of islands of integrity in each procurement deal, the world can become a better place to live in”. As a humble practitioner in the field of public procurement, I would like to propagate this simple but strong message to our colleagues in the field so that it forms the cornerstone for all our actions in the discharge of our duties!
