Shah Ali Tahawer Gilani

I have graduated in Bachelor of Science (BS)- University of Engineering and Technology, Lahore and Master of Business Administration- Lahore University of Management Sciences, Lahore, Pakistan. I have been associated with public, private and development sectors for more than fifteen years in areas of Procurement Management and Institutional Development.

Currently, I am working as Procurement Specialist with Punjab Skill Development Program, a 50 Million USD World Bank Funded Project and managing all procurements of goods and consultancies. I worked with Chemonics and Semiotics in USAID Punjab Enabling Environment Project (PEEP) and executed procurement of IT Firm for Extension 2.0 (A flagship project of Agriculture department, Government of Punjab, aimed at transformation of its Agriculture Extension Services).

I have worked as Procurement Specialist in Assessment and Strengthening Program (ASP-USAID) for capacity Building of Civil Society Organizations, wherein I drafted and developed Procurement manual for Civil Society Organizations and the document was accessible at ASP-AiD official website (www.asp-aid.org). I have an experience in capacity building of procurement staff in more than 100 CSOs. I have also worked with Technical Resource Facility (UKAID funded project, executed by Mott Macdonald) on an assignment “Refinement of Procurement Monitoring Tools” for developing and launching MIS in health departments across Pakistan. In that assignment existing procurement monitoring tools were refined and software “PRoMIS” was developed which was planned to be installed at all procuring units of health departments in Punjab, Sindh, KPK, Baluchistan , AJK and Gilgit. Besides this, I also worked as policy analyst on World Bank Governance Program, in which one component was to conduct a study on procurement reforms in Punjab. Project aimed to categorize GoPb total procurement expense into goods, works, services and consultancies. I also worked as Senior Procurement Engineer in Pakistan State Oil and handled engineering tenders up to worth 40 Million PKR.

Being a practitioner, it has always important for me to achieve professional qualifications and certifications for keeping myself abreast with latest knowledge. I believe that refresher courses like this always help not only in honing capabilities of procurement professionals but also complement my professional qualifications.

“Certificate Program in Public Procurement” is a valuable online training course and encompasses all dimensions of Public Procurement. The program enables professionals to learn modern tools and techniques to ensure transparency, integrity, economy, openness, fairness, competition and accountability while managing public procurement. This certificate program is very helpful for procurement practitioners of developing countries who are managing procurement from tax payer’s and loan money.”

I am very much committed to improve my skill set in procurement function and have also successfully qualified another certification “Certificate Program in Contract Management”. Both certifications have helped me while managing procurement activities in Punjab Skill Development Project. I have a faith that knowledge clubbed with experience can give desired results for achieving good governance and averting malpractices in procurement.
