I have completed my post graduation in History from the University of Allahabad. In 1985, I was appointed through the IAS to the Delhi Andaman Nicobar Island Civil service (DANICS). I was working as an officer in DANICS prior to the IAS induction. Since then, I have held several posts at the supervisory and senior most levels with the Government of Delhi and Government of India. To highlight some of the posts I have held in the past five years, I could highlight roles I have held as Special Commissioner of Trade and Tax (Govt. of Delhi), Special Secretary (Home) Andaman and Nicobar administration. From 2013 to 2014, I have held the post of Secretary (Chief Executive Officer), Port Blair Municipal Council and have held the position of Special Secretary (Finance), Govt. of Delhi and Director, Delhi Integrated Multi-Modal Transit System Limited since April 2015.
Even though I have no other Procurement specific education, in all my assignments, procurement is an important aspect. This course was done by me as part of Phase-III of Mid Career Training Programme for IAS officers for the current year. Public procurement is a critical element of government functioning and delivery systems. A professional approach in the matter would significantly improve public delivery systems.
