Robin Kumar ThakurRobin Kumar Thakur (Task Team Leader)

Robin Kumar Thakur is a Procurement Specialist in the Governance Global Practice of the World Bank based at New Delhi office. He has more than 15 years of professional experience of which 09 years are in development work with the World Bank. He manages a complex procurement portfolio of 14 investment projects across various sectors like Energy, Water, Urban, Health, Education, Agriculture etc. In addition to his fiduciary responsibilities, he has been actively involved in various procurement reforms at federal and state levels. His areas of interest are PPP transactions, Procurement analytics, Contract Dispute Resolution etc.

He holds a Bachelor’s degree in Electronics and Communication Engineering and a Master’s degree in Supply Chain Management. He also possesses several professional certifications namely, MCIPS awarded by CIPS UK, Public Private Partnership (full certification) awarded by APMG UK, PMP awarded by PMI USA, and so on.

Payal Malik MadanPayal Malik Madan

Payal Malik Madan is working with World Bank Procurement team in India for about 17 years and supports the team in administration and client Services activities; knowledge management; networking efforts, etc. Prior to this, Payal had spent about 8 years in various operation management aspects including Human Resource Management, Accounting and Financial Management; Project Administration, etc. with Water and Sanitation Program of World Bank, United Nations Development Program, United Nations Development Fund for Women, and Food and Agriculture Organisation of the United Nations.

Payal Malik Madan is a Master in Business Administration with a graduation in Economics. She has also undergone many Diploma level programs in Computer languages, Web Applications, etc.

Shanker LalShanker Lal
Mr. Shanker Lal is a Senior Procurement Specialist at the Public Integrity and Openness (PIO) Department of the Governance Global Practice (GGP) of the World Bank and is based in New Delhi (India). He has a post graduate degree in Mechanical Engineering from Indian Institute of Technology (IIT-BHU), Varanasi and Graduate Diploma (MCIPS) in Purchasing & Supply from the Chartered Institute of Purchasing and Supply (CIPS), U.K.

He Joined the World Bank in 2006. He is currently the Country Focal Point (Procurement) for India and is heading 15 member India Procurement Team. Apart from providing procurement support to many lending operations in India, he has been working on procurement capacity building and procurement reform initiatives. He has also supported Projects in some South Asian countries and in Central Asia.

Before joining the World Bank, he was working for Department for International Development (DFID), Government of U.K. at New Delhi office as deputy head of Contracts section.

His current areas of interest are framework agreements, dispute resolution mechanisms, demand-side procurement reforms, procurement performance benchmarking and open contract data.

A K Kalesh KumarA K Kalesh Kumar

Kalesh Kumar is a public procurement professional with more than 25 years of experience in various capacities with the Government of India development programs, UK DFID, UNICEF and the World Bank. Kalesh joined the World Bank as a Senior Procurement Specialist in 2007 and is currently working as the Capacity Building Coordinator- Procurement, Governance Global Practice, World Bank. In this position, he is involved in networking and capacity building with various country procurement offices and leading the development and roll out of e-learning programs through the knowledge and networking web portal www.procurementlearning.org established by the World Bank. He is also a Member of Board of Studies, Indian Institute of Materials Management (IIMM).

Kalesh Kumar has been involved in procurement and procurement advocacy, advisory and assessment tasks in India and many South and East Asian countries. Kalesh is a trained trainer and had conducted research on various aspects of public procurement. His research papers are published in various international and national journals and reports including UN Annual Procurement Reports and World Bank publications.

After graduation in Economics, Kalesh Kumar pursued his post-graduation in Business Administration (MBA). He was admitted as Honorary Fellow of Indian Institute of Materials Management (IIMM) in 2013.

Ashwini BharatAshwini Bharat
Ashwini Bharat has about 12 years of experience in communications and content development and in executive and program assistance. She has spent seven of these years with the World Bank.

Ashwini is an MBA with specialisation in marketing and HRM from Infinity Business School, India. She has done her graduation in Commerce from the Delhi University.

 

Binu MalhotraBinu Malhotra

Binu is a public procurement professional and has been associated with private and public sector organisations through operations, program support, capacity development and project management of procurement functions.

Binu is presently a Procurement Consultant with FAO and World Bank and is a member of Public Procurement Trainers established by the World Bank India. She has conducted over 30 training sessions across India.

Binu has double Bachelors in Arts & Psychology and Masters in Operations, HR and Public Procurement. She is also a certified PMP and PRINCE2 practitioner.

 

C SubbakrishnaC Subbakrishna

Subbakrishna has more than 40 years of industrial experience in dealing with Procurement, Import and Export by large Public Sector Undertakings as well as Private Sector Companies. He has authored two books. One on International Trade and the other on Legal Aspects of Materials.

Subbakrishna is the immediate past President of IIMM and the Chairman of Board of Studies. He is also the Director of MITS Software and CEO of A. International, power sector consultants.

Subbakrishna is a Science Graduate, with expertise in Law and Diploma in Export and Imports.

 

Danilo Pereira de CarvalhoDanilo Pereira de Carvalho

Mr. Danilo Carvalho is a lawyer and an and Contracts and Public Administration expert. He is currently working as a Procurement Specialist with World Bank, Brazil country office.

Mr. Carvalho is well versed with implementation of International Cooperation Projects, with his experience in the procurement area for more than 15 years. He has experience on Public Procurement, Contract Administration and Capacity Building on Procurement, of international agencies including World Bank; United Nations System and Japan International Cooperation Agency. He also has experience in the following Brazilian private and public institutions: SENAI, SEBRAE, CNI, ASBACE, and Ministry of Health, in which he worked as a procurement expert.

In his current position, Mr. Carvalho has been directly involved in the execution and supervision of several Bank-financed operations in different sectors along the years in The World Bank, such as Health, Education, Urbanization, Water and Sanitation, Public Sector Management, Sustainable Development, etc.

Girish BhatnagarGirish Bhatnagar
Girish is a Supply Chain Management Consultant with more than four decades of experience, including 37 years with the Indian Railways and last 5 years as the Director General of Indian Railways Institute of Logistics and Materials Management (IRILMM). Girish’s areas of interests are Public Procurement Policy Reforms; Legal Aspects and Dispute Resolution; Application of Technology and Lean Concepts in Public Procurement; and Capacity Building. He has lent his services to various Governments, including India and Bhutan; Public Sector Organisations and the World Bank.

In recent years, Girish has conducted about 30 Training Workshops and Webinars in Procurement and Supply Chain Management, in addition to developing Procurement Manuals. He has been running a Diploma Course in “Public Procurement and Supplies” for the last 5 years through IRILMM.

Girish has B. Tech and Post Graduate Diploma in Mechanical Engineering from IIT, Delhi, India.

 

Hunt La CasciaHunt La Cascia
Hunt La Cascia is a Senior Procurement Specialist in the Governance Global Practice at the World Bank. Based in Washington DC, he as more than 25 of professional experience of which 15 years are in development work around the world. He focuses the full range of procurement fiduciary, service and knowledge functions with a particular emphasis of supporting the Europe and Central Asia’s (ECA) portfolio of projects which contain Information and Communications Technology (ICT) components. He offers advice and support to the Region’s task teams and procurement staff in the preparation and supervision of projects with major ICT investments. He plays substantive role in improving World Bank ICT procurement practices and approaches.

Mr. La Cascia leads initiatives to modernize the procurement function in ECA countries by providing e-Procurement advice, performing assessments of country e-Procurement systems and measuring the savings in public resources as a result of using e-procurement. To this end, he a spearheaded several e-Procurement initiatives, including: eprocurementtoolkit.org and eprocurementlearning.org and a regionally focused e-Procurement community of practice.

Mr. La Cascia holds a bachelors of electrical engineering from Vanderbilt University and a master of computer science from Boston University. Previous to the World Bank, he worked in the United Nations at several Rome, Italy based agencies/organizations including FAO, WFP and IDLO.

 

Irina GoncharovaIrina Goncharova
Mrs. Irina Goncharova is a public procurement professional with more than 15 years of experience in various capacities within the World Bank. Mrs. Goncharova is currently working as Procurement Specialist in World Bank Country Office in Bishkek. In this position, she is involved in networking and capacity building with various Project Implementation Units and leading the development and roll out of e-learning program for public procurement officers and business community in the Kyrgyz Republic.

Mrs. Goncharova has been involved in procurement and procurement assessment tasks in Kyrgyz Republic and Tajikistan.

After graduation in Engineering Mrs. Goncharova pursued her post-graduation in International Business. She is also a qualified Philologist in English Language.

Jatandar SarupJatandar Sarup

Jatandar Sarup has served in four leading Public Sector Enterprises at various levels, retiring as Director (Engineering) on the board of HSCC (I) Ltd. He has wide experience in implementing large works and supply and installation projects in India and abroad. He has keen interest and specialises in Contracts and Construction Management, including Dispute Resolution.

Sarup is a Civil Engineering graduate of IIT Madras, apart from being a Law Graduate. He is also a Fellow of the Institution of Engineers and a Chartered Engineer.

 

Krishan BatraKrishan Batra
Krishan Batra is President & CEO of ISM-INDIA, which is an affiliate of ISM USA. He has over 40 years of corporate experience at senior level, ranging from private sector to Public Sector and UN organizations, mostly in the field of Supply Chain Management.

During his stay with UN system, he was instrumental in implementing ERP in 166 countries and developing coding system UNSPSC. He has written many articles to promote the SCM profession.

He holds M.Tech (Design Engineering) from IIT, Delhi, PGDIM and DCM (Bombay University) & MBA from Syracuse University, USA. In addition he also has PeopleSoft Certification in procurement.

 

Latha SridharLatha Sridhar

Latha Sridhar has more than 18 years of experience in the development sector. For the past 14 years, she has been working with the World Bank. She is the transaction focal point for procurement in the New Delhi team.

Latha is a graduate in arts from Delhi University, India.

 

 

LeipoldLeipold

Mr. Leipold is a Lead Procurement Specialist at the World Bank. He works in the Global Governance Practice, Solutions & Innovations in Procurement, where he is in charge of supervising high-value complex procurements across different sectors in World Bank funded operations. In addition, Mr. Leipold provides advice on procurement reform and capacity development to strengthen public procurement systems in the Europe & Central Asia Region. Mr. Leipold has specialized in procurement innovation and led the World Bank’s E-Procurement agenda.

Prior to his current position, Mr. Leipold worked in different units at the World Bank including the Africa Regional Procurement Management office and the Bank‚s Procurement Policy and Services Group where he led the Bank‚s work on the design and implementation of innovative procurement policies and guidance.

Before he joined the World Bank 18 years ago, Mr. Leipold had worked as Director Public Sector and as Business Development Manager E-Government at Siemens Business Services and Siemens-Nixdorf. In this position, he managed major proposal developments for projects financed by the World Bank.

 

 

Leonel Jose Estrada MartinezLeonel Jose Estrada Martinez

Mr. Leonel Estrada is a public procurement professional with more than 13 years of experience working for Governments, Firms and International Organizations. Mr. Estrada is currently working as Procurement Specialist in World Bank Country Office in Tegucigalpa. In this position, he is involved in project procurement supervision and capacity building with various Project Implementation Units.

Mr. Estrada has been involved in procurement and procurement assessment tasks in Central America, Philippines, Tanzania, Lesotho and Zambia.

Graduated in Business Administration and is fully bilingual (Spanish-English).

Lina TutinjiLina Tutinji

Ms. Lina Tutinji is a public procurement professional with 20 years of experience in procurement and project management with government, UNDP, GIZ and the World Bank. Ms. Tutunji joined the World Bank in 2009 as a Procurement Specialist in Palestine, where she supported the World Bank portfolio on a wide range of procurement issues and led the support to procurement reform as part of a broader governance reform agenda.

Ms. Tutunji is currently a Senior Procurement Specialist at the World Bank Public Integrity and Openness Department of the Governance Global Practice, in the MENA region. Throughout her work with the World Bank, Ms. Tutunji contributed to the Bank’s efforts in promoting public procurement reform dialogue and in supporting the implementation of such reforms in client countries in the MENA region, including Palestine, Jordan, Kurdistan Region of Iraq, Morocco and Saudi Arabia. In 2014, Ms. Tutunji led a study of the political economy of procurement reform, which aimed at better understanding the factors affecting or impeding the implementation of the reform in Morocco and Jordan.

Mohan Das N.KMohan Das N.K
Mohan Das is an expert in the field of higher education. He has been involved in formulating curriculum and developing pedagogy for various courses. He was a professor in English Literature and has been involved in developing pedagogy for e-learning and distance education programs in the management sector of India.

As a consultant and teacher, he has been associated with World Bank, UNDP, DFID, IGNOU, NCERT, MHRD and CARE. He was also Director (Operations) of the DPEP / SSA project in Kerala. Currently, he is the Honorary Director of Angloscape, Trivandrum, India.

His current professional interests include e-learning, social media and Information Communication Technologies (ICTs) for education, in addition to impact assessment and evaluation studies in socio-economic and development sectors.

Mohan Das, a doctorate degree holder in humanities, also holds a degree in law.

 

Ndeye Magatte Fatim SeckNdeye Magatte Fatim Seck
Mrs. Ndeye Magatte Fatim Seck, is a procurement professional at the World Bank in Senegal Country office and has 12 years’ experience. She is involved in procurement capacity building and the implementation of the New Procurement Framework of the World Bank in Africa region. She is the Lead Trainer for West Africa Systematic Tracking of Exchanges in Procurement- STEP and is also involved on the roll out of the e-learning programs through the knowledge and networking web portal www.procurementlearning.org established by the World Bank.

Mrs Seck worked prior Joining the Bank in a US AID project and has contributed to put in place Contract framework for Dyna- Entreprises Senegal project.

Ms Seck has a Bachelor in Business administration and a Diplôme d’ Etudes Spécialisé en Audit et Contrôle de Gestion from Institut Superieur de Management in Senegal.

Sanda JugoSanda Jugo
Ms. Sanda Jugo is a procurement professional. She joined the World Bank in 2014, as a procurement consultant in the Governance Global Practice, Solutions and Innovations in Procurement unit for the Europe and Central Asia region. She has been involved in procurement-reform tasks and advisory services to strengthen public procurement systems, notably in the Western Balkans region. She has also been involved in the rollout of the ECA E-Procurement Strategy with the organization of various forums and the development of two e-Procurement tools, the Rapid e-Procurement Toolkit and the e-Procurement Online Learning Platform.

Sanda holds a Bachelor of Laws in Public Law and a Masters degree in Public Procurement Law from the Faculty of Law of University of Montpellier, as well as a Master of Laws (LL.M.) degree in Government Procurement Law from the George Washington University Law School.
