Vigilance Study Circle joins hands with procurementlearning.org

Vigilance Study Circle (VSC), established in 2003 is a not-for-profit Organization, whose members are the Chief Vigilance Officers and Vigilance functionaries of Public Sector Enterprises and Public Sector Banks set up with the objective of spreading vigilance awareness among Indian professionals. The Vigilance Study Circle, Bangalore Chapter, led by its chairperson, Ms. Kavitha Kestur, IA&AS,CFE , has joined hands with World Bank initiative www.procurementlearning.org to offer free Massive Open Online Course (MOOC), Certificate Program in Public Procurement (CPPP). About 500 Public Sector Executives and Employees comprising Procurement Managers, Vigilance Functionaries, Planning Managers, etc., who are members of different chapters of VSC have enrolled for the online program in December 2014. Going forward, the VSC headquarters at Hyderabad and the Bangalore Chapter will jointly issue Certification with the World Bank to all CPPP candidates who successfully complete their assessment.

Launched in March 2014, as part of World Bank’s capacity building effort for public procurement in South Asia, www.procurementlearning.org offers the world’s first MOOC and blended learning programs for public procurement. Till date, the portal has seen more than 55000 visitors, above 4000 enrolments and about 450 certified learners. It is regularly accessed in more than 135 countries worldwide and has gradually shaped up as a sustainable and scaleable business model for using ICTs in public procurement capacity building. Within a span of 6 months, the portal has also won the position of Runners-Up at the 2nd India CPO Forum Awards 2014 for ‘Excellence in People Development’ as well as the 11thManthan Awards for Digital Inclusion for Development (South Asia and Asia Pacific) in the category ‘e-learning, education and employment’.

The CPPP course provides learners with an opportunity to enhance domain knowledge; benefit from peer review submissions and get a certificate on successful completion of the course. The course, a blend of e-learning, self-study, and social learning is offered online only. CPPP will have eight units in three main modules of (i) Introduction to Procurement and Public procurement (including Management Concepts and Techniques); (ii) Public Procurement Operations; and (iii) Public Procurement and Good Governance.

VSC aims to bring all Vigilance Functionaries in the Country together and promote the growth of the Anti-Corruption Movement by establishing Vigilance Study Circles all over the Country. Chapters of Vigilance Study Circle are functioning in Hyderabad, Bangalore, Kolkata, Mumbai, Chennai, Delhi – NCR & Kerala.

Kestur

Commenting on this partnership and the significance of awareness creation on public procurement process among public sector professionals, Ms. Kestur said “ The World Bank MOOC initiative in Public Procurement Management is a great learning opportunity and Vigilance Study Circle, Bangalore Chapter in association with all the VSC Chapters is proud to be associated with this initiative to build capacity in Public Procurement“.

A K Kalesh Kumar, Task Team Leader for procurementlearning initiative from World Bank thanked VSC, Bangalore Chapter for taking part in its efforts towards professionalsing public procurement in South Asia. He has said arrangements are set in place for institutional enrollment of candidates for the free MOOC program and for joint certification and mentioned that further efforts are underway for joining hands with professional and industry associations for such partnerships.
